Bob was born on August 2,1939 in Endicott, NY to Evelyn and Robert C. Wiggins, where he grew up and graduated from Union-Endicott High School. He gave his heart to Christ at age 11 wh i le attending release time classes at a Baptist church taught by Dr. Nedalton, the pastor.
As a young man, he became interested in photography and enjoyed this hobby his whole life.
He received a football scholarship from Alfred University and attended there for 2 years. After attending some good B ible preaching churches Bob felt God’s call to study at Baptist Bible College (now Summit University), where he received a THB in Theology and Biblical languages in 1964.
While attending seminary he met and married Frances Smith on July 14, 1962 and were married 60 years last July. Bob grew up in a very unhappy home and worked to protect his sisters from it. He strived to have a marriage and home that would be honoring to God and an example to his 2 sons, Robert Jr and Steven.
After graduating from Baptist Bible Seminary, he attended Olivet Nazarene College, earning an AB degree. Later he attended American University, earning a master’s degree. He earned a PHD degree in 1987 from the University of Texas at Arlington.
Bob was a lifelong learner. He loved to study God’s word and enjoyed teaching Sunday school. He and Frances were always involved in church where he served as a Deacon.
In 1970, Bob was hired by the Federal Parole Commission as a hearing examiner and retired as Assistant to the Chairman.
After retiring from Government service, he taught at Liberty University and Cedarville University, mainly majoring in Criminal Justice.
He and Frances moved to Florida in 2002 after he had his second open heart surgery and enjoyed boating on the many lakes on their ponton boat. They moved to the Waco area in 2011 to be near their son, Steve and family.
Bob passed away on December 28,2022 in his home surrounded by his loved ones. He is preceded in death by his parents and sister, Gayle . He is survived by his wife, Frances Wiggins. His sister, Sharon . His sons Robert Wiggins Jr and Wife Peggy, Steven Wiggins and Wife Jen, 4 grandchildren, Kirsten Chesley, Katelynn Anantasomboon, Kathryn Sanchez and Kameron Wiggins and 11 great-grandchildren.
